Lequart-Arnoult Tarot de Besançon
Noticing the way the italic appears to have been stripped on somewhat carelessly (see how it overlaps the image) my thinking is that it is the older version, although it has gilt edging. The non-gilt deck is, however, distinctly thicker, although both decks have a chocolate brown back, sans pattern.

Going back to your comments on tax stamps. For what it's worth, and to add a few more details, Kaplan says that four stamps were used in France during the 1890 to 1945 period.
Decret du 12 Avril 1890 was valid until 1917
Decision Ministerielle du 3 Fevrier 1917 was valid until 1920
Decision Ministerielle du 30 Septembre 1920 was valid for one year
Contributions Indirectes, France was vaild from 1940 to 1945
No stamps were in use from 1920 through 1939.
Obviously the situation on the ground was not as tidy as this. For example, I have Marteau's 1930 tarot with the 12 Avril 1890 stamp.
But anyway, see Kaplan Volume II pages 238 - 239.

You may wish to recall that Stuart R. Kaplan is not an acknowledged authority,
but rather simply a collector connected to publishing who indulged in various
time-killing activities (such as his encyclopaedias, which are merely catalogues).
Grimaud was approached by the government of France in 1900 and asked to
"create" a more French-style Tarot (they chose Blue, Red, and White colours).
The Lequart-Arnoult Tarot was first specifically marketed as Le Tarot Italien,
with Junon & Jupiter ~not the phony Italian "Pope" card, added by a fearful
printer because: Tarot is directly anti-establishment, as a revolutionary tool.
