There are a FEW decks on line that can legally be printed, but not many.
There are a few here - but even the disclaimers warn that they may be copyright.
There is a Vacchetta here.
But on the whole you are asking people to break copyright here. There are some VERY cheap decks out there - probably cheaper than colouring one, even.

I personally have issues with the whole reproducing original artwork for free ....
I make my money as a photographer so if someone steals my work and it ends up someplace i don't want it to go, it hurts my work also.
Don't see a problem exchanging scans amongst friends, I've done that before so a friend could check out a full deck before committing but I think it's important to respect the artist's work... that's how they make a living....

What you COULD perfectly legally do is download Orphalese - which is free if you don't register, and comes with three decks.
